DEVELOPMENT FIXTURE — Call for help. Pull victim out keeping body horizontal if possible.
DEVELOPMENT FIXTURE — Check breathing — start CPR immediately if absent.
DEVELOPMENT FIXTURE — Strip wet clothing. Wrap in dry blankets including head.
DEVELOPMENT FIXTURE — Move to shelter. Continue CPR per dispatcher instructions.
