Schools could function as preparedness infrastructure for entire communities — not only through fire drills, but through repeated skill-building, communication systems, and inclusive design. This perspective explores what that would require.

# The School as Preparedness Infrastructure

Every weekday morning, schools perform an extraordinary logistical feat: they gather hundreds or thousands of children into defined spaces, account for them, communicate with families, and execute timed movements on signal — bells, announcements, fire alarms.
Then most schools treat emergency preparedness as a once-a-year drill checkbox.
This article argues that schools are already infrastructure — physical, social, and communicative — that could anchor community preparedness if designed intentionally. Not by turning teachers into paramedics. Not by terrifying children with catastrophic scenarios. By using what schools already have: daily contact, repetition, public address systems, trusted adult relationships, and reach into households that no app campaign alone can match.
What schools already are
Consider the assets present in a typical school without new budget lines:
- Daily assembly of a defined population with roll-call culture
- PA and notification systems reaching every classroom
- Staff trained in group management under stress — imperfectly, but substantially
- Physical layout knowledge — exits, assembly points, shelter areas
- Family communication channels — contact lists, messaging groups, parent meetings
- Credibility with children that external campaigns lack
UNICEF and IFRC disaster risk reduction frameworks have long recognized schools as entry points for community preparedness — not only because children are vulnerable, but because children carry knowledge home and because schools are often emergency shelters in disasters.
Yet implementation frequently stops at regulatory minimums: one fire drill logged, one poster displayed, one plan binder in the principal's office that staff have not read.
The compliance trap
Workplace and school emergency programmes often optimize for auditability, not capability. Evacuation completed in four minutes looks successful on paper. It does not reveal whether teachers knew which students needed mobility assistance, whether assembly point headcounts matched enrollment, or whether anyone practiced communication when phones were unavailable.

Schools inherit this trap from policy design that funds inspection, not iteration. Principals comply because non-compliance has consequences. Deep preparedness has costs — staff time, community engagement, anxiety management for children — that compliance frameworks rarely reward.
Breaking the trap requires redefining success: not "drill completed" but "competence practiced repeatedly without harm."
Preparedness as daily infrastructure — not annual event
How could schools teach emergency capability without a dedicated classroom hour?
Micro-repetition: Thirty-second PA announcements pairing one skill with one local hazard — how to drop-cover-hold, where assembly points are, how to call 112 — repeated weekly until automatic. The school PA system already exists. Most use it only for announcements and emergencies, not for spaced preparedness memory.
Environmental teaching: Posters at child eye height, floor markings, icon-based exit guides — the built environment remembering when people cannot, as explored in our design note on buildings as teachers. Schools control their walls and corridors more than families control highways.
Inclusive drills: Students with disabilities, chronic conditions, or language needs included in planning — not accommodated as exceptions after the plan is written. IFRC inclusive preparedness guidance emphasizes designing for those most likely to be left behind.
Family bridging: Take-home activities that are practical, not fear-based — household meeting points, emergency contact cards, knowing neighbors — aligned with UNICEF guidance on age-appropriate honesty.
Staff role clarity: Who calls emergency services, who grabs the medical kit, who accounts for students, who meets parents — roles assigned and rotated, not assumed.
None of this requires turning science class into trauma simulation. It requires treating preparedness like literacy or hygiene — cumulative, normalized, developmentally appropriate.
Schools as community nodes in disasters
During floods, cyclones, and earthquakes, schools frequently become shelters, coordination points, and information hubs — whether or not they were designed for that role.
When they were not designed for it, chaos follows: generator capacity unknown, sanitation unplanned, communication with authorities ad hoc. When they were designed for it — pre-positioned supplies, staff trained in shelter management, clear lines to disaster authorities — schools stabilize community response.
NDMA India and state education departments publish school safety guidelines; implementation quality varies. The systems opportunity is aligning everyday preparedness drills with the roles schools actually play during major events — not treating shelter use as a surprise override of normal operations.
Connection to child-specific knowledge
Children should not carry adult burdens — calling emergency services for unconscious parents, managing complex medical scenarios beyond their developmental stage. A research brief in this library examines age-appropriate emergency knowledge separately.
Schools should teach what children can do: follow practiced evacuation, stay low in smoke, tell a trusted adult, know their name and address, not hide during searches — skills matched to age and rehearsed without catastrophizing.
The school that teaches a five-year-old to crawl low during a fire drill is building infrastructure. The school that shows graphic disaster videos to impress donors is building anxiety.
Barriers — named honestly
Time and curriculum pressure: Teachers already carry overloaded mandates. Preparedness added as another subject without integration will be skipped.
Funding: Posters, kits, staff training, and drill time cost money. CSR and disaster grants often prefer visible hardware over pedagogical repetition.
Liability anxiety: Schools fear lawsuits if training is wrong or if drills traumatize. Clear guidance from education and disaster authorities reduces paralysis — ambiguous guidance increases it.
Urban-rural disparity: One-room schools and under-resourced municipal schools cannot mirror the preparedness capacity of elite private institutions without equitable investment.
Language and migration: Students and parents who do not speak the instructional language need visual and multilingual resources — not single-language binders.
AidNow does not minimize these barriers. We argue that recognizing schools as infrastructure makes the case for funding capability, not only compliance inspection.
What policymakers could measure differently
Instead of counting drills alone:
- Percentage of staff who can describe assigned emergency roles without looking at a binder
- Inclusion of mobility-impaired students in practiced evacuation paths
- Family emergency plan uptake linked to school communication — measured ethically, not punitively
- Offline availability of school emergency procedures when networks fail during events
Metrics shape behavior. What gets measured gets resourced.

While building content for schools and families, we keep returning to the same design principle: the environment should remember when people cannot. Schools are environments visited daily by people who will someday face emergencies — mostly as civilians, not as graduates of advanced first aid courses.
Treating schools as preparedness infrastructure aligns with that principle. It also distributes capability across communities that procurement-heavy preparedness models leave behind.
This is not a product pitch. It is a design argument: if you already have the building, the PA system, the daily assembly, and the trusted adults — use them for repeated, honest, age-appropriate preparedness before the day the alarm is not a drill.
The question for educators
If your school already runs a fire drill — what would it take for every student and staff member to know, without hesitation, where to go, how to help a classmate who needs assistance, and how to reach family when phones work — and when they do not?
That question is not rhetorical. We invite educators, administrators, and disaster managers to answer from field experience — including where this framing fails local reality.
Schools are not empty buildings waiting for emergencies. They are the most concentrated daily gathering of future civilians in every community.
Preparedness infrastructure is already there. It is mostly unused.
