   Step 1: Move people and pets to highest safe floor immediately

   Step 2: Carry drinking water, medicines, phone, and torch upstairs

3. 3

   Step 3: Switch off electricity at main breaker only if dry and safe

4. 4

   Step 4: Signal from upper window if trapped — bright cloth

5. 5

   Step 5: Call 112 if water still rising or roof access needed
